"Who is allowed to do a Manual J?" sounds like a simple question.
It is not, because two different issues get mixed together:
- Who can technically perform the calculation?
- Who will your building department, utility, energy program, lender, or other authority accept?
Those are not always the same answer.
Manual J is a calculation procedure
Manual J is a residential heating and cooling load calculation methodology published by ACCA.

The answers tell you more than a vague claim that the provider is "Manual J certified."
What about software approval or certification?
Some programs and jurisdictions specify accepted calculation procedures, software, or reporting formats.
Requirements can change.
If the purpose of the calculation is a permit, incentive, certification, or code-compliance program, verify the current rules directly with that authority before submission.
Software approval is a separate requirement
Who prepares the calculation and which software is accepted are separate questions. ACCA also maintains an approved-software list and states that software not on that list is not ACCA-approved. If an AHJ, utility, or program specifically requires ACCA-approved software, verify that requirement before submitting a report.
